The Office of the Vice President of Administrative and Financial Affairs oversees the effective and strategic management of the University's human, financial and administrative resources in accordance with established policies and institutional frameworks. The Vice President is the principal authority on the interpretation and implementation of the University's administrative and financial policies, rules and regulations.
Functional Responsibilities
01. Administrative and Financial Governance
Oversee the general approved administrative and financial policies and procedures.
02. Resource Planning
Identify and oversee the financial, operational and human resource requirements necessary to support the University's objectives and strategic priorities.
03. Budget Preparation
Prepare and submit the University's budget proposal to the University President.
04. Strategic Alignment
Coordinate with the Vice President for Strategy and Institutional Effectiveness to ensure alignment between budget planning, institutional priorities and the University's strategic objectives.
05. Executive Follow-up
Participate in Executive Management Committee meetings and follow up on the implementation of approved decisions and recommendations.
06. Tendering and Procurement Oversight
Chair the Tender and Bidding Committee, oversee procurement-related committees and endorse related decision reports and recommendations.
07. Project Implementation
Oversee the implementation of administrative and financial projects and ensure their execution in accordance with approved plans and timelines.
08. Administrative Appointments
Recommend the appointment of administrative directors, subject to the President's approval, and oversee appointments of administrative heads based on recommendations from department directors.
09. University Committees
Establish university-wide committees to assist with issues relevant to administrative and financial affairs.
10. Annual Reporting
Prepare an annual report on the University's financial and administrative performance, including future plans, for submission to the President.
11. Performance Development
Oversee the staff performance evaluation processes and support initiatives aimed at enhancing professional and institutional performance across administrative units.
12. Office Evaluation
Conduct an annual evaluation of the Office of the Vice President of Administrative and Financial Affairs to assess performance, effectiveness and operational objectives.
